S4IF and Enerjisa Enerji Launched a Joint Initiative to Advance Green and Digital Skills in Türkiye’s Energy Sector
Ankara, Türkiye, 14 November 2025 - The United Nations Development Programme (UNDP) Istanbul International Center for Private Sector in Development (ICPSD), the European Bank for Reconstruction and Development (EBRD), and Enerjisa Enerji have announced a landmark collaboration under the Skills for Inclusive Future (S4IF) Network.
Titled “The Green and Digital Skills Development in Türkiye’s Energy Sector Joint Initiative” , it aims to accelerate Türkiye’s twin transition—green and digital—by equipping the energy sector workforce with future-ready skills. The initiative also represents the first private sector implementation of the S4IF Network in Türkiye's energy sector.
The announcement event brought together representatives from ministries, private sector actors, academia, and civil society. The event was also live-streamed and hosted participants from diverse organizations, reflecting the strong interest in shaping the future of Türkiye’s energy sector. The joint effort underscores the critical role of skills development in driving sustainable energy transformation and digital innovation.
Highlights from the Event
The announcement event began with opening remarks by Ebru Taşcıoğlu (Head of Sustainability and Corporate Capabilities, Enerjisa Enerji), Mustafa Ali Yurdupak (Assistant Resident Representative, UNDP Türkiye), and Şule Kılıç (Director, Head of Energy Eurasia, EBRD).
This was followed by a panel discussion featuring Mehmet Uvez (Deputy Head of Türkiye – Head of Ankara Office, EBRD), Gokhan Dikmener (Chief Technical Advisor for AI, Digital Transformation and Skills, UNDP ICPSD), and Işılay Yüksel Eratay, (People, Culture and Administrative Affairs Director, Enerjisa Distribution Company).
The event also featured a presentation by Dr. E. Elcin Koten on one of the initiative’s first outcomes— a research report that delivers an in-depth analysis of current skill gaps and future needs, along with eleven strategic guidelines to support Türkiye’s energy workforce in navigating the twin transition, ensuring green and digital competencies with an inclusive approach. The program concluded with an interactive Q&A session and reflections from participants.
Key Announcements
At the event, UNDP Türkiye Representative Mustafa Ali Yurdupak announced the launch of the S4IF Türkiye Country Chapter, the first chapter under the global S4IF Network. This milestone represents a major step toward advancing skills development in Türkiye and deepening private sector engagement in workforce transformation. Designed to strengthen national efforts and foster collaboration, the Türkiye Chapter will also serve as a blueprint for future S4IF chapters worldwide.
Partners also introduced a roadmap featuring eleven strategic guidelines to accelerate the transformation of Türkiye’s energy workforce. Key measures include developing a national skills strategy, ensuring inclusion, standardizing job definitions, and aligning curricula with sector needs. Additional priorities focus on advancing education and certification programs, fostering successful partnerships, mobilizing financial resources, and strengthening recruitment and retention practices.
